Does anyone know of any bars or pubs offering free hire for parties?

My sister-in-law has hired private rooms above pubs etc for parties in the past and there hasn't been a charge - they just sort of negotiate a minimum spend, I think; I reckon most places would be up for a bit of haggling!!
