The section that deals with Council Administrative work should not be so judgmental about candidates. I attended an interview with one of their clients and I decided I wouldn't go back for a 2nd interview with the organisation for a good reason. Randstad then set up another two interviews with the same organisation in different departments. They were both cancelled the same day (one of them half an hour beforehand!) by the organisation. So I said to Randstad that I would not like to be put forward for anymore jobs there. Now they don't hire me for jobs that they do have, eg. an NHS job.
