Why can't minicabs be flagged down?

One thing that gets me about London is the lack of taxis in busy areas when it's cold and raining.

Why is there a law that prevents us from being able to hail minicabs? I simply don't buy any arguments about minicabs being unsafe. There's no reason why they can't be subject to the same regulations as black cabs (without having to do the knowledge).

If I want to use a cab who doesn't know where he's going, that should be my choice. If I know the way, I can simply direct him and get out of the cold and rain.

Those who want to wait for a black cab are welcome to do that. We should all be free to choose. All those in favour say "aye".

Good point rogoff, it's really annoying when it's raining and every cab you see with a light on gets hailed 20 metres down the street from you :(


It's no doubt due to safety but does seem annoying when you're stuck in the West End.
