Backwards air con on the underground

Has anyone else noticed that whilst riding the tube in a heat wave the heating will always come on without fail and the ventilation will continue to fail, whilst during the peak of winter the aircon loves to kick in, an icy breeze blasts through and the temp drops below zero, particularly on the northern line. Was every train built with the plans upside down????
