Diplomats refuse to pay congestion charge

Good for them, why should they pay it?

- Because they are the world's biggest polluter and maybe they should respect our attempts to cut pollution down?

- Because it's a road service charge and not a tax and therefore not prohibited by the Vienna Convention?

- Because diplomatic staff from all other nations are paying it?
