Barking Train Station

Yesterday I came into Barking Station about 10.30 on platform 7 and the roof must be in a very poor state of repair as water gushed onto the platform. Yes it was heavy rain but the other platforms were not inundated.
Why are the toilets nearly always closed? A year ago just before the article saying that these were the most closed toilets in London and the response I received was that major renovations would be commenced early in the new year. A year has almost elapsed and so far nothing and the toilets are still closed on a regular basis.
If you say it is shortage of money a lot of fare evasion could be prevented by good barriers like in Paris and Tokyo. Staff stand by the gates and see it happen and do nothing.
