I have the same problem. No passport. Photo driver's licence is no longer acceptable or bank statements, utility bills etc. As a result I can't find a job. The only ones able to register with job agencies are passport holders, i.e. immigrants or UK nationals who have one anyway for their holidays abroad. Government rules say this is to stop illegal workers. The only thing it's stopped is British workers finding jobs in their own towns. And if you're on benefits who can afford a passport anyway. This government doesnt care how they treat their own as long as they get more labour votes any which way they can.

I was asked to bring a passport for id, it is a couple of years out of date, but confirms that I am who I say I am. I was told "this is out of date, I can't accept it", "do you have a driving license". I do not have a driving license and as I am on benefits can not afford to renew my passport. They were not helpful and would not accept a bank card as ID! It is not compulsory for every person to have a valid passport or driving license, for goodness sake this is just an employment agency! I felt very irritated, and felt they were unreasonable and unhelpfull.
